A typed letter signed "Wm H Taft" writing as Secretary of War to Arthur J. Nathan of New York City, Taft, from 1904 and 1908, had direct charge of the Canal’s construction. On February 12, 1907, Chief Engineer Stevens resigned. At Culebra Cut there were continuous mud slides causing many deaths. May 9, 1907
